Do I need a pwm for my hho dry cell?

I made a 3x8 hho dry hydrogen cell +nnnnn-nnnnn+nnnnn-nnnnn+

SS-316L-2B-20G with 1/16 gaskets but dos not work that good. Do I need to have a pwm with more amps this cell dos not work well on my truck battery. I hand made this cell for my truck a 2001 dodge ram 1500 with a 5.2L A truck battery only has 13.5 amp and I don't think it has the power it needs to run my hho cell am I right?
