Amps/Sodium Hydroxide mixture

Most responses to perfecting the mixture seem to be answered with how many amps are produced. I am trying to dial in my mixture. The instructions say to set the amps on the controller modular to 24 for a double plate. It is mostly running at 100% or just below. From what I understand, for a 5.6L engine the optimum amps are 8-9. How is this measured and adjusted with KOH? Also it says to replenish electrolyte, add distilled water only. Does this mean that the mixture gets weaker at every fill? Do you not use the same mixture every time?
