Great Question!

Dry cells are not really dry, a better name would be "Sandwich Cells". You of course have to have water to make hydrogen electrolysis.

Dry cells are popular because they don't take up as much room. HHO dry cells tend to have more problems with leaks.

Also dry cells cannot be series cells, because there is cross voltage going on. Partial or full series wet cells will out do dry cells, all things being equal.
