1989 Olds Custom Cruiser with Carburator

It seems that the hydrogen generator may work partially better and with less hassle
than if the same car had fuel injection ( efie wiring concerns), am I getting this right?

Right, you will not need any enhancement. You don't have a computer to address. You should do well with your 89 olds.
